Overview
In Desktop Clients, files are synced in real-time with on-demand synchronization, minimizing bandwidth and storage consumption.
In the case where Team Folders and user's personal data size is small, a Tenant Administrator can enable Offline Access for all user data to push files and folders to user’s devices.
However, in the case where the Team Folder and user's personal data size is big, it is recommended that the administrator enables as less offline flags/settings as possible on his side. Could enable it for Team Folder or subfolders inside: How to enable offline access for all users in team folder?

Details
To enable Offline Access for all user content, Tenant Administrator can go into the Management Console / User Manager and Edit the User. Once there, go to Storage and enable the option 'Enable offline access for all folders'.
This will automatically download ALL folders and files to the user’s device and automatically update them whenever they are changed anywhere in the network. This will cause a significant increase in network traffic, especially during the initial download of all folders.
