A Private team folder is one where only the user that has made it private has access to it, not even the admin will be able to see this folder.
In order to create a private team folder, first you must create a regular team folder. So, login as the tenant admin and go to Management Console -> Team Folders, here click the plus sign to create a new Team folder, can create it with any type of storage you like.
Once the Team folder is created it will take you to the folder manager page where you can edit various settings for the Team folder, here in the "Collaborators" page add the user you want to make this a private folder for. Once the user is added click on the pencil icon in the top left of the user square and enable the setting "Owner" for the user.
Once the user is added to the folder as the "Owner" they will be able to manage the team folder like an admin would. Login to the web portal as the user and select the 'manage' option when you right click the folder.
On the manager page for the team folder go to the settings tab and expand "Quota and Retention Policy", here can see an option called "Private Team Folder", enable it and save the change.
Now the folder is a Private Team folder and the user that was made the owner is the only one that can see this folder. Not even the admin will be able to see this Team folder anymore.
